US senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Federal Closure
The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As Saturday's meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Response
Opposition lawmakers shared alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to end the shutdown in return for a later vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the long-term of the tax credits.
"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some analysts indicated that the essence of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
